Driving from Podgorica to Tivat

The drive over to the bay
The road heads southwest toward the coast, then works down to the Bay of Kotor at Tivat. The final descent is scenic and slower, with the bay laid out below. It is straightforward driving, just wind the curves down gently.
Tivat, the marina and the airport

Parking and moving on
Tivat is easier to park than Kotor or Budva, with marina and seafront lots that rarely fill entirely. From here Kotor is fifteen minutes on and Budva twenty-five, so Tivat makes a calm base for the bay.
Timing and traffic around the bay
Ninety kilometres reads as an hour and a half and behaves like it outside summer. In July and August the bay road is the constraint rather than the distance: it is single carriageway most of the way round, it carries coaches and delivery traffic, and a slow vehicle sets the pace for everyone behind it until there is somewhere to pass. Early morning is genuinely faster, and the difference is measured in half hours rather than minutes. Coming back in the evening, when the day traffic has cleared the bay, is easier than fighting through at five o'clock. If you are catching a flight from Tivat at the end of the trip, work backwards from check-in with an hour of slack rather than the map's estimate, because that is the drive where being caught behind a coach costs you the buffer.
The ferry shortcut across the narrows
The Kamenari to Lepetane crossing cuts the corner where the bay pinches in, and it saves the long way round the head of the water. It runs continuously and takes minutes, and it is paid at the ramp rather than booked ahead, so it is a decision you can make on the day depending on how the traffic is moving. Coming from Podgorica it earns its place mostly on the way to Herceg Novi and the far bay; for Tivat itself the road round is usually the simpler choice. Worth knowing either way, since a queue at Kotor in high season is the moment the ferry becomes attractive, and a rental car on the ferry needs nothing special from your booking.
There and back, or one way to the coast
Plenty of people drive this route once and fly out of Tivat, which is the most common one-way of the lot. Enter Podgorica as the pickup and Tivat or Tivat Airport as the drop-off when you search, and only the cars that allow that combination appear, with any fee already built into the price you see. Short, popular pairings sometimes carry no fee at all. If you are returning to the capital anyway, the plain round trip is simpler and usually cheaper, so the question is only worth asking when your flights use two different airports.
Which car and which cover for the bay
A compact is the car for this coast. Marina and seafront lots are tighter than they look in photographs, and the smaller car is the easier one to leave in high summer. Automatics make up most of the pool, which helps on the bends above the bay.
